When Your Child Starts Kindergarten

There are 11 kindergartens in Saue Parish. To get a place in one of them, the child and at least one parent must be officially registered as residents of Saue Parish in the population register. The monthly fee for a place in a municipal kindergarten is 20% of the national minimum wage set by the government. Parents can apply for a kindergarten place through Arno, the education management system used by Saue Parish.

What do you have to do?

Saue Parish offers three solutions to ensure that every child between the ages of 1.5 and 7 can find the best option for their pre-school years:  

  • Care allowance for a child at home (for children aged 1.5–7 years).
    I    n Saue Parish, you can extend the period of staying at home with your child until the child is 7 years old. The full amount of the child home care allowance is €160. More information HERE.
  • Municipal kindergartens (for children aged 1.5–7 years).
    A parent can submit an application for a kindergarten placement through Arno, the education services management system of Saue Parish. In the application, you can mark up to three kindergarten preferences in the child’s service area. Spots are offered according to an age-based list and your marked preferences. If there are no open spots among your preferences, a place will be offered in the kindergarten nearest to the child's place of residence.
  • Private kindergartens and day cares (for children aged 1.5–7 years).
    Parents have the option of placing their children in private kindergartens or day cares in Saue Parish or elsewhere in Harju County. Spots in private childcare centres are handled by private institutions, so if you are interested, you should contact a suitable provider in advance and place your child on the waiting list. Applying for a kindergarten spot

You can submit an application for a kindergarten placement through Arno, the education services management system of Saue Parish. You can enter the system using your ID-card, mobile-ID or smart-ID.

In the application, you can mark up to three kindergarten preferences in the child’s service area. Spots are offered according to an age-based list and your marked preferences. If there are no open spots among your preferences, a place will be offered in the kindergarten nearest to the child's place of residence.

You can track your child's status on the waiting list using the Arno system. Arno will also send the parent a notification about placement offers.

Parental Participation Fee in Kindergartens and Applying for Discounts

In Saue Municipality’s municipal kindergartens, as well as in private kindergartens and childcare facilities, the monthly participation fee payable by a parent is 20% of the minimum monthly wage established by the Government of the Republic of Estonia. The minimum monthly wage is €946, of which 20% is €189.20.

The participation fee is charged from the date the child is enrolled in the kindergarten until the date the child is removed from the kindergarten register. The fee is calculated on a monthly basis and is payable regardless of the child’s attendance or absence during the month.

The invoice for the current month is generally issued by Saue Municipality Government during the first half of the month and sent via the ARNO system to the email address of the parent indicated as the payer.

From 1 September 2026, the amount of the participation fee payable by a parent depends on the child’s age as of 1 August 2026. The fee may also vary depending on the number of children attending a childcare institution and/or the number of children in the family, the family’s financial situation, and the registered place of residence of family members in the Estonian Population Register.
